Based on the RFQ, if a fifth proposer is invited to submit a detailed proposal, will the fifth proposer be given an equal amount of time for preparation of the submittal and will the proposal be evaluated along with the four or only if one Proposer drops out?
A fifth proposer will be invited to submit a detailed proposal only if one of the original four proposers chooses to withdraw. An equal amount of time as the three remaining proposers would be allotted to the fifth proposer to prepare the submittal in order to maintain a fair and impartial selection process.
What is the typical FDOT review period during the prequalification process?
FDOT expects to announce the Short-Listed Proposers within 3-4 weeks of the date on which proposers are required to submit their SOQs.
Although the participation of DBEs is encouraged, is the participation of such firms factored into the scoring of the submittals?
The participation of DBE firms will not be factored into the numerical score of the submittals.
Due to security requirements imposed by the Department of Homeland Security on the port, are there any restrictions on nationalities of firms participating as Equity or Major Non-Equity Members?
FDOT does not intend to impose such restrictions unless required to do so by applicable law.
